While the NFL were still trying to have this series as a precursor to a truly national competition, the VFL, as they had in 1977, ran their own rival competition. The 1978 Escort Cup had representatives from SANFL, WAFL, VFA, and ACT, New South Wales, Queensland and Tasmania. But in a foretaste of the push of the VFL to run a national competition, Tasmania broke ranks and also competed in the VFL-run competition.

The names of the Cup contested changed with the sponsorship arrangements each season - 1978 was named for a brand of cigarettes made by W.D. & H.O.Wills cigarette makers.
